I must have failed to understand your original question; whether Sugar stands alone or whether it depends on an operating system. I took your question to be architectural; like whether a baker owned their own wheat crop or not. Sugar is like a baker who buys wheat from any farm as long as it tastes good, then bakes bread with it. In your case, the other operating system is built into the Live CD ISO image, and is called Trisquel. Could you rephrase your original question please?
I've just tested the Reset Passowrd (sic) form. When I entered my correct address, I got Internal Server Error. When I entered an address for me that I had never given to the forum, it said Information sent (if email exsists in the system). Either way, just like you, I didn't get a mail.
Thanks for letting me know about the problems with this socialhelp forum; I'm not responsible for it, and had depended on it without realising the extent of the problems; I'll disable access to it in my own operating system images at One Laptop per Child.
The problems you identified were;
the Reset Passowrd mails are not being sent, (or your e-mail hosting service treats sugarlabs mail as spam and discards it),
the site is not secure; the cryptographic certificate used by the forum is unacceptable, because it is for a different domain name (freedom.sugarlabs.org), and this breaks the built-in Social Help feature in Sugar by showing an error "Unacceptable TLS certificate".
I don't know who the system administrator is; but the systems@ mailing list at http://lists.sugarlabs.org/ is where people are usually referred for these kinds of problem.
